This is the second experimental issue for the new Saint-Gaudens design. The circulation strike design was modified by Charles Barber, thus these “with periods” issues are the only ones to show the design as Saint-Gaudens intended. The flat border is commonly called a Rolled Edge, although is more closely related to the squared rims of matte proof cents first issued in 1909.
