William Kneass was hired as Engraver upon the death of Robert Scot in 1823. His primary accomplishment during his tenure was to redesign or modify existing designs among coins of all denominations. Most of his work was introduced in 1828 or 1829. At the same time, Mint personnel introduced the “close” collar, a steel ring the same diameter as finished coins, including edge reeding for the precious metal coinage. This new device restricted outward expansion of planchets, ensuring a constant and standard diameter for all coins minted. This superb-quality, prooflike example may have previously been called Proof.
