This is the second 1802/1 overdate with digit 2 high, its top touching the bust, with the previous 1 below the left side of the new digit. This reverse die meets the description for dies E and G in the Breen monograph. According to the Breen notation, this should be described as variety 2-E. Whatever it is called, this is a very rare variety considered Rarity-7 by both Walter Breen and Robert Miller.
