This design modification is similar to half eagles, with the addition of a motto on a ribbon above the eagle. The addition of this motto was in response to the Act of March 3, 1865. In addition to Philadelphia, coins of this type were struck in San Francisco, Carson City, New Orleans, and Denver. From a mintage of just 43 Proofs, possibly 20 survive today, with gem-quality Proofs of the highest rarity.
