Coinage dies are made of steel and subject to rust much as any other item of similar composition. When dies were transported or stored, they needed a protective coating of grease or oil. If this was not properly applied, rust would form on the surface of the die. As a type of corrosion, rust on the die face would form tiny pit-marks or holes in the die surface and these would then be transferred to struck coins as tiny raised lumps of metal. This example has minor die rust on the obverse.
